Harbin International Economic and Trade Fair

Dear distinguished guests! It is a great pleasure to gather with everyone online and attend the 32nd International Economic and Trade Fair together. On behalf of the Ministry of Commerce, I extend warm congratulations on the opening of the 32nd HTF.
Opening to the outside world is China’s basic state policy. The report of the 20th National Congress of the CPC addresses that China should advance high-level opening up, improve trade and investment cooperation and its quality and level. During the recent inspection in Inner Mongolia, Chinese President Xi Jinping emphasizes that China will resolutely implement the policy of high-level opening-up, open up the state door, concentrate on the construction, and work together with partners to achieve win-win results. Premier Li Qiang points out that we should pay attention to the reform and following the path of opening-up. The Ministry of Commerce will deeply implement the decisions made by the Party Central Committee, including conducting close cooperation with local regions and departments of Heilongjiang Province. We will fully and comprehensively implement new development concept, strive to promote high-quality business development and assist in forming a new development situation.
We make great efforts to advance the construction of a strong trading country, vigorously develop new forms and models of foreign trade, and plan to build a national service trade innovation and development demonstration zone. We accelerate the improvement of the top-level design of digital trade development and place foreign investment attraction in a more important position. We carry out a series of investment attraction activities themed by “Year of Investment in China”, promote the relaxation of market access and continuously optimize the business environment. Bilateral and multilateral economic and trade cooperation are deepened and great efforts are made to promote the joint construction of “Belt and Road Initiative” and its high-quality development. In addition, we promote Regional Comprehensive Economic Partnership (RCEP) to come into effect and the accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and Digital Economy Partnership Agreement (DEPA), and we actively prompt various types of exhibition, including the HTF, to play their roles and encourage establishment of opening platform carriers. Moreover, we endeavor to resume and expand consumption, and organize such activities as “Consumption Boosting Year”. Since 2023, the overall business operation has rebounded and positive contributions are made to promote the stable development of the economy and society.
Heilongjiang Provincial Party Committee and People’s Government of Heilongjiang Province attach great importance to opening-up policies. In December 2022, a conference specifically on opening-up and development was held, at which we proposed our mission and task of accelerating the opening-up of Heilongjiang with high level and building a new highland for the Head-north Development. Heilongjiang enjoys unique geographical advantages and possesses abundant resources, its new competitive advantages having been gathering and a huge potential to develop open-oriented economy having been released. The Ministry of Commerce will continue to support Heilongjiang Province and Harbin in the delivering of their advantages, and promote their economic and industrial development with high-level openness so as to inject new impetus into the comprehensive revitalization of Northeast China.
Ladies and gentlemen:
This 32nd HTF, themed by “Co-build a New High-standard Opening-up Platform, Share New Opportunities for High-quality Development”, is an economic and trade event aimed at accelerating opening-up and cooperation and promoting common development. During which, the first China-Russia Local Economic and Trade Cooperation Conference, logistics and supply chain cooperation negotiation conference and a series of supporting activities are to be held concurrently. We hope that everyone can make good use of this platform to complement one another, achieve mutual benefit and win-win outcome, and gain fruitful results. Finally, we wish this HTF a complete success.
